The Irish Building Control (Amendment) Regulations 2014, commonly referred to as BCAR, introduced the requirement for the engagement of Assigned Certifiers to inspect work at intervals during construction and for the certification of compliance with Building Regulations.

BCAR makes it mandatory (for most building projects) inter alia for compliance drawings and specifications to be submitted to local building control authorities, for inspection plans to be developed and executed, and for certificates of compliance with Building Regulations to be signed by the Assigned Certifier and the builder.
